ABSTRACT

Considering the central features of the industrialisation process, this chapter reflects on the beacons of a strategy that would lead the efforts to harness African-European Union (EU) development co-operation to promote and achieve tangible and competitive industrial transformation in both the Sub-Saharan Africa (SSA) countries and African Maghreb countries. It highlights a background where despite industrialisation being a highly desired development objective, there are serious barriers towards achieving it. It also alludes to the broad scope of innovation of the industrial development agenda. It then proposes general purpose measures as well as special purpose (targeted) measures of a holistic agenda to promote industrial transformation in a typical African country.
