Reflecting on ‘how' territorial strategies form

There are different angles from which to reflect on territorial strategy. Chapter 4 in this volume focused on a process perspective in an attempt to understand “how” strategies form and proposed thinking in terms of emergent processes rather than prescriptive plans. In order to do so, the chapter adopted a learning approach, complemented by power and culture as critical elements that shape such an emergent strategy (Mintzberg et al., 1998).
