ABSTRACT

The previous chapters in this book have emphasised that territorial strategy differs in some aspects from firm strategy but should answer, as in the case of the latter, three main questions (Navarro et al., 2014). What are the objectives, or the ‘what for’, of the strategy? What is the content, or the ‘what’, of the strategy? And what are the processes, or the ‘how’, of the strategy? This chapter will focus on the ‘how’ question. Moreover, when we talk about the ‘how’, we are by implication also considering the ‘who’, discussing the processes through which different stakeholders are involved in the strategy.
