ABSTRACT

Many early media development efforts focused on capacity development with the belief that training journalists and others in the media sector would ensure improved coverage. Then there was a recognition that this on its own is insufficient, and that a solid enabling environment is necessary, considering additional challenges in post-conflict environments: a weak state or government, a struggling economy, and citizens suffering from psychological trauma. This chapter posits that creating an enabling environment for journalists and media sectors in post-conflict environments warrants a holistic approach – one that brings together capacity development, institutional change and theory of change approaches.
