ABSTRACT

This chapter argues that the National Consultations were tokenistic and did not provide I-Kiribati community an opportunity to effectively engage with the Kiribati Adaptation Program (KAP) and influence climate change adaptation initiatives. The International Panel for Climate Change (IPCC) identifies Kiribati as a Small Island Developing State (SIDS) particularly vulnerable to the consequences of climate change. The Government of Kiribati has pursued two climate change adaptation strategies, the KAP and the National Adaptation Programme of Action (NAPA). Commitment to holding the consultations in a culturally appropriate manner is further demonstrated by the large number of technical reports aiming to capture local beliefs around climate change and traditional forms of environmental resilience. A Bi-Lingual Glossary of Climate Change Terms was collated to build a common understanding of key terms relate to climate change and environment in I-Kiribati and English, enhance understanding and ensure consistency in the usage of terminology relating to climate change.
