ABSTRACT

This chapter discusses the Thai public sector reform, focusing particularly on how strategic planning and Results-based management (RBM) has been introduced and implemented in Thai public organizations. It also explores how the Thai government uses RBM not only to improve government performance, but also to enhance the transparency and accountability of public organizations. Then it examines the efforts made to use RBM as a tool to curb and reduce corruption as part of the reform program. RBM has been widely discussed and has been an important key concept in public sector reform for many decades. A strategic and results-based management system is essential for government to achieve strategic goals and to know when the goals are achieved both in quantity and quality. Even though Thailand is facing many problems and obstacles, the results-based management system is widely and continuously implemented in public sector organization.
