ABSTRACT

Governments around the globe face the growing concern of their citizens or taxpayers with the quality and cost of public services. Citizens’ voice and pressure are intense as they learn more about frauds and scandals in the public sector. Citizens and societal organizations demand that government be more open, transparent, and accountable for results. Governments, on the other hand, also want to show their voters some tangible results they had promised. Elected governments initiate public policy; but to get things done right, they rely on civil servants to produce the overall results of government performance from which they can publicly announce annual performance results at the end of each fiscal year. Can anything be done to improve government performance?
