ABSTRACT

This case study presents an unfortunate incident that does occur in school districts from time to time. In this particular district, the Superintendent of Schools, Dr. William Scott, also held the title of Board Secretary, which is not uncommon for smaller school districts. Dr. Scott scanned the purchase orders quickly, signed them, and returned them to his colleague, Margaret ODonnell, the district School Business Administrator who had worked with him for the last nine years. When the Board of Education questioned Mikes experience and credentials to assume the position of facilities manager, it was Dr. Scott who went to bat for him. He described Mike as a hard worker someone who was willing to go above and beyond the job description. Stacey was perplexed. Dr. Scott hired her the year before, even though several other candidates had stronger experience than she did. She was loyal to him and supported him in every way.
