ABSTRACT

This chapter concerns the state mass education system and the making of an educated population. What is meant by 'educated persons' is usually defined in contrast to 'uncultivated person's conceived as a threat to culture, society, or nature. Mass education systems were constructed in order to educate populations within national boundaries. Of special importance is the creation of international statistics on school performances over nations and on comparing the effectiveness of educational organization and policy. This is the way to capture the economic code and also to examine educational problems and progress in one way to analyze the national population in a differentiated manner, and in another way to put a national mass education system into a global context. To conclude, much work needs to be done in curriculum theory and research in order to analyze the impact of this code in the construction of educational problems and their solutions.
