ABSTRACT

The ISSN system, which was established in the 1970s for the identification of printed serial publications, is also a powerful system for the identification of electronic resources, thanks to a number of changes which reflect new publishing practices. The evolution of the concepts (from serials to continuing resources), the broadening of the scope for ISSN assignment, the harmonisation of cataloguing rules among the AACR, ISBD and ISSN communities and the ISSN Manual revision are presented in this paper. Particular attention is paid to the use of the ISSN as a persistent identifier on the Internet, through the implementation of resolution systems using the URN framework.
