ABSTRACT

Major indicators for the new era of American universities in higher education include increased public scrutiny and accountability for both human and financial resources. The state of Virginia, responding in the early 1990s to severe reductions in support to higher education, led the way in mandating restructuring efforts. At Virginia Tech, systems change began in August 1994 and provost appointed a task force of fifteen faculties, representing all facets of the university, to review the current outreach mission. This chapter focuses on organizational structure, positions, and reporting relationships for outreach activities in the university. It also focuses on strategies for enhancing faculty involvement in outreach activities and in establishing levels of resources and rewards sufficient to 'balance' efforts among the three missions of the University. The ultimate success of the major restructuring of outreach at Virginia Tech will be the improvement of the quality of life of the youth, families, and communities served by the university.
