ABSTRACT

This part introduction presents an overview of the key concepts discussed in the subsequent chapters. The part describes the potential conflicts that could occur when trying to balance the needs of the elderly, city, or other locale, elected officials, and resources stemming from the state, complete with federal and state guidelines that meet the needs of elected officials representing the state and federal government. It addresses the political and ideological commitments of the Governor and how these have influenced recent New York State long term care policy developments. The part explains the dynamics of the policy-making process and describes both the policy-making process and the course in the Division of Geriatrics and Gerontology on Long Term Care Policy. It is important for students to understand both the policies that currently drive the long term care field, as well as how those policies have been made, are being made and are sustained.
