The Norwegian Perspective with Regard to liability Regimes Concerning Oil Rigs and Installations

Under the Norwegian Petroleum Act, ¹ the licensee is strictly liable without limit for acute oil pollution from offshore activities. There are channelling provisions, so that most other involved parties are not exposed to liability. Licensees have to insure a part of their exposure, but there is no particular requirement as to direct action against insurers. ²
