ABSTRACT

From a policy perspective, the first issue that Prosser and McGroder raise is a good one. Are parents who use child care better or worse off today than they were a decade ago? I conclude that parents are not having a much harder time finding care in 1990 than they did in 1975. In addition, they pay only slightly more (in real terms) for center-based care, although they may pay much more if they use an in-home provider who is not related to them. However, I do raise the issue as to whether the quality of the care children receive has improved.
