ABSTRACT

This chapter is about installing and maintaining Goal Attainment Scaling (GAS). Innovations succeed or fail depending on the characteristics of the innovation and the skill, effort, and resources put to the task of implementing them. For this chapter we are assuming that most readers are unfamiliar with technology transfer and vary greatly in administrative experience. This chapter draws on the few studies regarding the implementation of GAS and combines them with the experience gained at the Program Evaluation Resource Center in Minneapolis and with the reports of users and former users. Because the principles and methods described here extend beyond any particular innovation, parts of the chapter could serve as a checklist that can be used to install almost anything. For convenience, implementation will be divided into stages.
