ABSTRACT

The history of Goal Attainment Scaling (GAS) has some unique features that set the method apart from many psychological measures. This history 1 helps explain some of the controversies and concerns that appeared during the method’s development and dissemination. In order to facilitate this discussion, the social, political, and administrative contexts are considered separately from the intellectual background, which is described in chapter 8. Together, these two chapters address several questions that have been asked frequently, such as: Why did you do it? Why did it take this form? What model was being followed?
