ABSTRACT
Of all the important issues facing this nation, perhaps none is more urgent or complex than responding to the changes required by a rapidly changing aging population. This revolutionary development is the result of a medically and technologically advanced society. Old problems have been solved, but new ones have arisen that challenge the imagination and ability of our society to resolve. No other civilization has had such a large number of its population living to such an old age.
