ABSTRACT

The service programs described in Part II were funded as demonstrations to assess whether alternative approaches can improve upon the existing long term care system. An objective of the demonstration concept is for successful demonstrations to be translated into changes in reimbursement policy and practice. In this chapter, we look at the effectiveness of the demonstrations in surviving and, more than that, generating policy change, e.g., legislative mandates for long term care. Against a backdrop of the current movements in community-based long term care, an attempt is made to provide some resolution and focus for future developments.
