You can’t say that there is any specific problem of “optic flow”: the problem obviously depends on the available information (henceforth called “the measurements”), the a priori knowledge (“the setting”) and on what you desire to know (e.g., shape–“the shape from motion problem”—or egomotion, etc.). In the majority of cases in real life you will be able to influence the optical input through your motor actions, thus the problem is not even a sequential one (input to output) but a cyclic informational process.
