ABSTRACT
Since the 1950s, educational reform designed to benefit Black children has focused on desegregation, despite a declining pool of White children to integrate with inner-city Black children. The critical issue now being raised by Black scholars is how to create schools that will educate Black children effectively wherever they are found.
