Public policy and advocacy issues dominate this general discussion. Perhaps the issue most difficult to resolve is the level of quality of care to which child care advocacy should aspire. There were objections to discussing minimum standards; these, some felt, are what licensing provides, and they are not enough. What we have now, according to Ms. Blank, is the minimum we can afford, and we must have more; if we cannot find the resources to ensure that children grow up to be healthy, sane, productive adults, “the minimum is going to create a maximum problem down the line.”
