ABSTRACT
Child care is as essential a service for American families in the 1980s as housing, food, health care, and education. Ample research demonstrates that the demographics of work and family life have changed in the past two decades as more mothers have entered the work force. This fundamental change has tremendous significance for the debate about child and family policy as we begin to plan for the 21st century.
