ABSTRACT
Structured provision of substance abuse treatment in the military dates back to 1971 federal legislation sponsored by Senator Harold Hughes of Iowa. Through Senator Hughes’ efforts, Public Law 92–129 was enacted, mandating a program for the identification and treatment of drug and alcohol dependent individuals in the armed forces. Senator Hughes’ focus on the establishment of substance abuse treatment services at the federal level was at least partially related to his own publicly revealed recovery status.
