ABSTRACT

While hazard management , public health, and law enforcement each has a unique role and mission in society, they become integrally linked when a disaster strikes. Regardless of the type of disaster—from tornadoes to hazardous materials spills to bombings—public health officials, law enforcement, and emergency responders all work together toward the common goal of minimizing death and injury; a relationship clearly demonstrated by the events of September 11, 2001. Preparation for, and response to, terrorism necessitates even closer linkages between these three professional communities because of the unique nature of the terrorist threat. Yet how can those linkages be achieved?
