ABSTRACT
Looking several decades into the future, we all share the hope that—rather than continuing to be caught up in responding to terrorism and seeking to deter terrorists—we can live in a world where fewer people choose terrorism as a way to achieve their objectives. One key to such a vision is improving our understanding of why terrorism occurs: its root causes, its driving forces, and its enabling structures.
