Although an Independent Governmental Commission on the Prevention and Control of Violence was already addressing the problem of school bullying at the end of the 1980s, the topic only began to gain broad public attention in the 1990s. This was partly due to spectacular acts of violence as well as problems with xenophobia and the unification of the two Germanies. As a result, numerous empirical studies and preventive measures have been initiated in recent times.
