ABSTRACT
The Han City of Changan was the capital city of the Western Han dynasty, and from an academic point of view has enormous symbolic, historic and scientific value. Changan stood alongside Rome as a supreme seat of imperial power, and these two great cities formed the largest and most prosperous towns in the world at that time. According to modern Chinese scholarship, Changan was the starting point of the Silk Road, and its structure presents the first full-fledged feudal city in China. In the region of Han City of Changan, the key archaeological protection zone is located within Weiyang district, which is the regional and strategic authority responsible for planning and administration throughout the designated area. But in practice, it falls into two district administrations and six subdistrict administration offices. But the situation in Han City of Changan is that archaeology and local development are presented as having entirely different values and choices.
