ABSTRACT
This chapter explores the role of the Security Council in relation to the creation and amendment of the relevant legal framework and then in monitoring violations of the law regarding child soldiers. Under this procedure the Security Council has to a certain extent been successful in ensuring, though only with the consent of the parties, that children are not recruited and used in armed conflict and consequently can be viewed as a global executive with some teeth. The legal framework prohibiting recruitment and use of children in armed conflict is of extreme complexity. The monitoring and reporting mechanism (MRM) also aims to initiate and engage in a positive dialogue with the state or armed groups that are recruiting or using children to participate in hostilities as its work helps to prepare action plans, lists of acts that a particular group or state agrees to carry out to comport with its legal obligations.
