      ABSTRACT

      This chapter argues the concept of access and participation, when applied to community radio, brings with it a number of problems and tensions. It discusses the practical implications of the implementation of access and participation policies in a radio station; here it focuses on the case of the British community radio station ALL FM, based in the south-east Manchester neighbourhood of Levenshulme. During the Access Radio pilot project phase, Ofcom also commissioned research to get further information on what listeners were making of the sector, which included stations Forest of Dean Radio, Awaz FM, Angel Radio and ALL FM. It could be argued that these members of ALL FM might have had a positive attitude towards multiculturalism prior to the participation at the stations, given that they did not say that they had been changed by their participation.
