ABSTRACT

This chapter describes the way in which the zoning problem is tackled in Vancouver. The Vancouver Planning Department under Director and Deputy Director, divides into three main divisions, Administration, Plan Production and Redevelopment. The main activities of the Administration Division are Development Permit Control, Rezoning Procedure, Zoning Appeal staff work and Subdivision Approval. The Planning Department has close contact with three independent boards, Technical Planning Board, Town Planning Commission and Zoning Board of Appeal. The Zoning Board of Appeal is statutory body of five members, two appointed by the Provincial Government, two by City Council and the fifth, being the Chairman, by the other four. Insofar as Vancouver is concerned the arrangement, though having its good and bad features, is generally satisfactory. It allows Vancouver to do things, if it can persuade Legislature to enact them, without having to persuade the other municipalities to cooperate.
