Issues of development in the Pan-Caribbean: overcoming crises and rising to challenges?

Development is arguably in a period of crisis. As a process, a practice and a project it is not doing what it was intended to do (Crush 1995; McAfee 1991; Rist 1997; Skelton 1996a; Visvanathan et al 1997). In the Caribbean this ‘failure of development’ is apparent in widely divergent ways, but there have also been some development success stories.
