ABSTRACT
Housing is of intrinsic importance to us all. It is also typically the largest user of urban space, and a key function of land use planning is to allocate land for new housing development according to planned assessments of the need for housing, to coordinate these land allocations with supporting infrastructure, and to balance the goals of meeting housing needs with those of environmental protection and urban and landscape conservation. Planning therefore represents an important form of state intervention in a particularly important market.
