Introduction

In the companion textbook the exploration of further issues about policy implementation is organized into three closely integrated chapters on organizations, on the issues about the blend of rules and discretion in policy and on the issues about the behaviour of bureaucratic and professional staff within public policy delivery organizations. Because of the links between these topics, and because some of the key readings deal with more than one of them, this final part of the reader puts all three together.
