ABSTRACT
With the consolidation of democratic regimes across Latin America during the last thirty-five years, analysis of democratic transitions has given way to a concern with the actual functioning of democracies and, in particular, with the influence of democratic institutions like the presidency, congress, elections systems, political parties, the courts, and bureaucracies.
