ABSTRACT

This chapter focuses on the experiences of Shack/Slum Dwellers International (SDI) to inform debates on how to address the shelter needs of the 1 billion who are currently lacking safe and secure homes in towns and cities in the Global South. SDI affiliates have significant experience in shelter improvements including both Greenfield site development and in situ upgrading. This chapter also explores how two federations in two cities, Mumbai and Harare address the challenge of assisting members to secure affordable improvements to secure tenure, access to basic services and housing. The Indian Alliance is the catalyst that led to the formation of SDI as a global movement. As in India, in addition to housing, the costs of acquiring formal services are considerable. Individualized housing solutions work for higher-income households but do little to assist the lowest-income households who are vulnerable if they are isolated. Self-help is central to the achievement of housing improvements.
