ABSTRACT
For commissioning of Tier 4 services to be successful it is essential that all partners have the same understanding of what commissioning is. Commissioning can be defined as the process of specifying, securing and monitoring services to meet people’s needs at a strategic level. This applies to all services, whether they are provided by the local authority, the NHS, other public agencies or by the private or voluntary sectors.
