ABSTRACT

This chapter discusses the main elements of the ES-2030 and analyses its role in the strategic management of the Russian economy. It investigates different strategic initiatives regarding the modernization of the energy sector and also explores what decisions are needed to overcome challenges for the long-term development of the sector. The upturn of primary energy production (PER) is mainly due to a surging gas production and an increase in non-fossil energy sources, mainly nuclear and hydro, as well as renewable. Coal production has grown insignificantly and the oil production volume has been maintained. A rapid decrease of energy intensity occurred thanks to a continuing restructuring of the GDP for the benefit of less energy-intensive services and almost without improvements in technical energy saving. Energy efficiency has become one of the priorities of Russian energy policy. In 2009, a federal law was adopted entitled On Energy Saving and Energy Efficiency Improvements.
