ABSTRACT

Alongside research and instruction, most public universities list as a primary mission extension, outreach, or public service. Regardless of the term employed, the concept is the same: the application of the university’s resources and expertise through programs intended to benefit the public at large (Sauser & Foster, 1991). The modem comprehensive public university’s outreach thrust is designed to address key issues of concern to the people in its service area, and to implement research findings and systematized knowledge through a variety of delivery methods (Sauser & Foster, 1991). Most public universities meet this outreach mission through such mechanisms as continuing education programs, extension services, technical assistance centers, organized consultation efforts, and the like.
