ABSTRACT

This article reviews Massachusetts state government activity from 1993 to 1998 relating to electronic legal research tools. The State Library of Massachusetts initiated a legal research roundtable in 1993 to survey agency subscription-level access to electronic services; the varying pricing structures offered by vendors were explored as well. This roundtable group has evolved into a formal team operating under the state’s purchasing office. Vendor responses to state government’s unique funding issues are examined. Future directions for government agencies seeking competitive pricing for commercial electronic services are discussed.
