ABSTRACT

This chapter argues that local governance and local policies have had a major impact on local Tibetan economies and societies in China. It also argues that a combination of liberal social policies and smart economic policies have helped Diqing to achieve both growth and stability in recent years. The chapter shows that Diqing’s experience nevertheless yields important lessons for other Tibetan areas and for policymakers in Beijing. Across China’s Tibetan regions, differences in geography, resources, local histories and local government policies have led to a high degree of diversity in local Tibetan societies and economies. The chapter introduces the reader to one of China’s many Tibets—the Diqing Tibetan Autonomous Prefecture in Yunnan Province. Diqing’s more liberal approach toward organized Tibetan Buddhism has created opportunities for Buddhist clergy to influence local policymaking, including local tourism development planning. In comparison with neighboring Tibetan areas, Diqing’s leaders have been remarkably successful in pursuing economic growth and social stability.
