The cost estimates in Table 7.1 can also be used to analyze the economic efficiency of library consortia, such as SUNY-Express and consortia of local libraries. As long as the marginal cost of delivery by a consortia of libraries is less than the marginal cost of any alternative delivery, it is obvious that consortia delivery, when possible, is more efficient. This is true of the library costs shown in Tables 5.2 and 5.3 and of the patron's wait for delivery shown in Table 4.4 for both SUNY-Express and the local consortia used.
