ABSTRACT

The government of Vietnam has developed environmental institutions to address worsening environmental pollution. It split the Ministry of Science and Technology and Environment (MOSTE) into the Ministry of Natural Resources and Environment (MONRE) and the Ministry of Science and Technology (MOST), while the Vietnam Environmental Protection Agency (VEPA), together with the provincial environmental management offices, the Departments of Natural Resources and Environment (DONREs), were assigned to MONRE. Other industrial environmental management units were established in the Ministries of Industry, of Agriculture and Rural Development, and of Fishery. Various ministries, including Health, Construction, Transportation, Industry, Fishery, Agricultural and Rural Development issued regulations and action plans on environmental protection for their sectors. People’s Committees of provinces and centrally affiliated cities issued strategies, planning and action plans on environmental protection within their jurisdiction, in accordance with the guidelines of the central government.
