ABSTRACT

Introduction of the university system Over the last 20 years, Vietnam has experienced the new challenges of globalization and is undergoing a double transition, from a centrally planned economy to a market-oriented system and from inward orientation toward greater regional and international economic integration. While it is changing, Vietnam still remains an agricultural economy and society, with three-fourths of the population living in rural areas and two-thirds of the labor force still working in an agricultural sector characterized by low productivity. In this situation, there is a need for a broad spectrum of knowledge transfer, technologies and scientific research activities to upgrade existing production capabilities. At the same time, changes in the policy and market environment are influencing the behavior of science and technology organizations, including universities and the nature of their interactions with firms.
