ABSTRACT
Municipal finance is so wide a subject that it cannot be treated as a whole in the course of a single short paper. It is co-extensive with the sphere of local government, and covers the entire field of municipal administration. No scheme of local improvement can be entered upon without consideration of ways and means, and every minute of a Departmental Committee involves a question of money—of income or expenditure, of borrowing or repaying loans.
