ABSTRACT
It is often difficult to explain behaviour related to environmental problems, and this is a pity because, if only we could explain such behaviour, we could save ourselves a lot of trouble and a lot of money. Nowhere is this intellectual difficulty, and the waste consequent upon our failure to overcome it, more apparent than in the peaceful use of nuclear energy. In no other field have the policy reversals been so spectacular, so unexpected and so alarming in their consequences.
