ABSTRACT
Why has political liberalism and a more democratic system not accompanied the economic reforms that have pulled China out of its Mao-era poverty? The answer is simple: An essential prerequisite to stable democracy is a strong civil society. No government in power can be replaced by isolated individuals without recourse to mediating institutions from which a responsible opposition can emerge.
