ABSTRACT

Much has been written on the topic of transforming the South African (SA) higher education (HE) system over the past several decades. SA’s transition from apartheid and minority rule to democracy required that all existing practices, institutions and values are viewed anew and rethought in terms of their fitness for purpose in the new era. The institutionalization of apartheid in every facet of South African life after the apartheid government came to power in 1948 had a significant impact on education. The Policy Framework for the Realization of Social Inclusion in the Post School Education and Training (PSET) System was developed in 2016. The framework situates the PSET system within the universal human rights discourse. The policy is intended to help the Department of HE and Training, HE and training institutions in implementing and reporting on elements of social inclusion.
