ABSTRACT

The constitutional revision process formally started after the 2009 election with the adoption of Act 90/2010 on the Constitutional Assembly and the appointment of the Constitutional Commission by the Al ingi on 16 June 2010. From parliament’s perspective, the 2011 Proposal was never considered complete, so the decision was made to ask whether people wanted to build a new constitution on the basis of this Proposal. In this chapter, the author really enters the discussion on the constitutional reform in February 2013 when she was elected the leader of her party, and from then on, the author needs to somehow take responsibility for the constitutional reform alongside everything else. She begins our discussion on the constitutional revision by focusing on the issues on which we did the most work between 2013 and 2016: natural resources, the environment, referendums, and transfer of sovereignty.
