ABSTRACT
This chapter sets out the opinion of Russian experts on the reasons for the adoption by the UN General Assembly of two resolutions on international information security (IIS). In order to facilitate the participation of stakeholders and organizations in the activity, the National Association of International Information Security has been created in the Russian Federation. The Association brings together leading experts in the field of political, legal, technical issues of providing IIS, as well as leaders of Russian business, the success of which depends on the stability and security of the use of the information and communication technologies (ICT) environment. The novelty of the ICT environment as a space for international cooperation rests on the fact that the need for interaction between states on ensuring the security of the use of ICT, information and communication networks has arisen relatively. The ICT environment, the basic infrastructure of communication networks and the global Internet, is man-made.
