ABSTRACT

The Special Committee had functions to perform similar to those of the International Law Commission with respect to the codification and progressive development of international law. The draft 1970 International Law Principles Declaration was considered by the General Assembly at its twenty-fifth session in 1970. After the Sixth Committee considered it, 64 States sponsored a draft resolution for the 1970 International Law Principles Declaration. Cybersecurity, a non-existing concept and concern when the United Nations (UN) Charter was drafted, is certainly becoming the most important concern for international peace and security as well as for international economy and human rights. A special committee, to be established for studying and adopting an international law principles declaration in cybersecurity context, should consist of international lawyers with a good understanding of information and communication’s technologies or cyberspace. The UN Charter must be a primary collection of international law principles applying especially for international peace and security.
